Sony eyes cellphone/game gear hybrid

Sony plans to set up a project team as early as July to develop a new product that combines functions of its portable game player and mobile phones made by Sony Ericsson, its handset joint-venture with Sweden's Ericsson. The development is seen as a way of better competing with Apple's iPod and iPhone, which is deemed to be encroaching on the gaming space traditionally dominated by the likes of Sony's PlayStation Portable (PSP) and Nintendo's DS.

China Mobile reports slow 3G uptake to date

China Mobile has revealed that less than 3 percent of new mobile customers acquired this year are using its new 3G network, suggesting that the TD-SCDMA network is suffering from a lack of compatible devices. According to a PC World report, which cites a recent China Mobile filing with the US Securities and Exchange Commission (SEC), the operator had 746,000 subscribers on its 3G network by the end of May, representing just 2.4 percent of total net additions at the operator since the launch of the new network on 7 January. The total number of China Mobile subscribers grew from 457.3 million to 488.1 million during the first five months of 2009, an increase of 6.7 percent, or 30.8 million subscribers. China Mobile is the world's largest operator in terms of subscribers.
Slow take-up of its 3G services are deemed due to the relative immaturity of the TD-SCDMA standard compared to competing standards such as WCDMA, which is used by the majority of the world's 3G mobile operators, including China Mobile's closest domestic competitor, China Unicom. According to the SEC filing, China Mobile is counting on dual-mode handsets that support both TD-SCDMA and GSM to help spur more demand for its TD-SCDMA services by allowing users to upgrade to 3G services without having to change their mobile number. It is also planning to market laptops with TD-SCDMA data cards and home Internet access gateways to attract more 3G subscribers.

Vodafone and T-Mobile eye UK merger

Vodafone is considering an offer to buy T-Mobile UK in a move that would transform the UK mobile market. A partnership between the two operators would see the merged company become the UK's largest mobile player by some distance with an estimated 45 percent market share, which could see a deal being blocked by regulators. However, the FT suggests that the merger would ease pricing and margin pressures in the fiercely competitive UK market and notes that the UK is the only major European market with five mobile operators.
"The most likely scenario would be a joint-venture between Vodafone UK and T-Mobile UK, the way Vodafone has recently done it in Australia with Hutchison," commented Wireless Intelligence analyst Joss Gillet.
According to Wireless Intelligence data for 1Q09, the UK market is led by Telefonica's O2 with a 26.7 percent share, followed by Vodafone (24.4 percent), T-Mobile (21.8 percent), Orange (20.7 percent) and 3 (6.5 percent).

Teardown Reveals Manufcturing Cost of Apples's iPhone 3GS

"The entry-level, 16Gbyte version of Apple's new iPhone 3G S carries a BOM cost of $172.46 and a manufacturing expense of $6.50, for a total of $178.96," said Andrew Rassweiler, director and principal analyst, teardown services, for iSuppli.
The table and cost data presented in this article consist only of the iPhone 3G S's BOM. The total does not include other costs, including software development, shipping and distribution, packaging, royalty fees and miscellaneous accessories included with each phone.

ไอซีทีดันบรอดแบนด์ลดราคาลง50%

“กระทรวงไอซีทีเห็นถึงความสำคัญของบรอดแบนด์ซึ่งมีผลต่อเศรษฐกิจที่เข้มแข็งของประเทศ โดยต้นทุนค่าบริการรายเดือนของบอรดแบนด์เป็นปัจจัยสำคัญในการผลักดันบรอดแบนด์ให้เข้าถึงประชากรในประเทศ ดังนั้นค่าบริการบรอดแบนด์ควรถูกลงจากปัจจุบัน 50 % เช่นบรอดแบนด์ความเร็ว 1 เมกะบิต ราคา 300 บาท ต่อเดือน” นายนิมิตร ดำรงรัตน์ (ที่ปรึกษารัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร หรือไอซีที)กล่าว

ทั้งนี้ กระทรวงฯ ได้มีการวางเป้าหมายสำหรับแผนแม่บทไอซีที ฉบับที่ 2 เพื่อช่วยให้บรรลุพันธกิจและวิสัยทัศน์ดังกล่าวในระดับประเทศ โดยภายในปี 2553 จะต้องมีประชาชนไม่น้อยกว่าร้อยละ 50 ของจำนวนครัวเรือนทั้งประเทศ สามารถติดต่อสื่อสารถึงกันได้อย่างมีประสิทธิภาพด้วยบริการบรอดแบนด์ หรือคิดเป็นผู้จดทะเบียนการใช้งานอินเทอร์เน็ตความเร็วสูงรวมทั้งสิ้นไม่น้อยกว่า 8 ล้านพอร์ต ขณะเดียวกันก็จะทำให้เป้าหมายของการเข้าถึงอุปกรณ์คอมพิวเตอร์เพิ่มขึ้นเป็น 4 ล้านเครื่องภายในปี 2553 ด้วย ซึ่งคาดว่าจะช่วยยกระดับความพร้อมทางด้านเทคโนโลยีสารสนเทศและการสื่อสารของประเทศขึ้นอย่างน้อย 15 อันดับ ภายในปี 2556 จากการจัดอันดับของ Networked Readiness Rankings

3G ทีโอที ลุยไฟ! ไร้แบ็ค ? พิสูจน์เส้นทางอนาคตเอง

บอร์ดทีโอทีอนุมัติทีโออาร์โครงการโทรศัพท์มือถือ 3G แล้ว เตรียมขึ้นเว็บประชาพิจารณ์ใน 2 สัปดาห์ คาดหลังจากนั้น 142 วัน ได้ผู้ชนะติดตั้ง 3,802 สถานีฐานทั่วประเทศ ใช้เวลา 18 เดือนในการติดตั้งโครงข่าย 3G หลังเซ็นสัญญา คาดปลายปี 2553 ประชาชนทั่วประเทศจะได้ใช้งานโทรศัพท์มือถือในระบบ 3G ของทีโอที

สำหรับเงื่อนไขในส่วนเทคนิคต้องใช้เทคโนโลยีที่เป็นมาตรฐานระดับโลก สามารถรองรับผู้ใช้ 10 ล้านรายใน 3 ปี การติดตั้งสถานีฐานจะติดครบทุกจังหวัดทั่วประเทศ แต่จะไม่เป็นรูปแบบการติดตั้งให้สัญญาณครอบคลุมทุกพื้นที่ในเขตอำเภอ หมู่บ้านแต่จะเน้นให้สัญญาณคมชัดในพื้นที่มีความต้องการใช้งานดาต้า หรือสื่อสารข้อมูลเป็นหลัก

อย่างไรก็ตามทีโอทีได้เตรียมการสำหรับเงินที่จะนำมาใช้ในการลงทุน 3G ไว้ 2 แนวทาง คือ 1.ให้กระทรวงการคลังเป็นผู้ดำเนินการหาแหล่งเงินกู้ให้ และ2.หากกระทรวงการคลังไม่ค้ำประกันให้ทีโอทีจะเป็นผู้กู้เอง ซึ่งทีโอทีมีกระแสเงินสดและเครดิตเพียงพอสำหรับการจัดหาแหล่งเงินกู้เอง

ก่อนหน้านี้ ร.ต.ระนองรักษ์ ขอทบทวนมติคณะรัฐมนตรี (ครม.) ในการดำเนินโครงการ 3G ในวันที่26พฤษภาคมที่ผ่านมา มี 2 ประเด็น คือ การขอใช้แหล่งเงินกู้ดอกเบี้ยที่เหมาะสมแทนการใช้แหล่งเงินกู้ในลักษณะสินเชื่อเพื่อการส่งออก (Export Credit) และขอให้เห็นชอบใช้วิธีการประกวดราคาทั่วไป แทนการประกวดราคาสากลด้วย

เนื่องจากเห็นว่าการกู้เงินในประเทศ จะช่วยเพิ่มสภาพคล่องให้กับประเทศ ขณะที่ธนาคารพาณิชย์ในประเทศเองมีความยินดีที่จะสนับสนุนโครงการของภาครัฐ เนื่องจากมีกระทรวงการคลังเป็นผู้ค้ำประกัน ส่วนการเลือกใช้วิธีประกวดราคาทั่วไปนั้น เพราะการประกวดราคาแบบสากล มีเรื่องของเอกสารที่ต้องแปลเป็นภาษาอังกฤษทั้งหมด พร้อมกับส่งไปยังสถานทูตแต่ละประเทศของบริษัทที่เข้าร่วมประมูล ซึ่งอาจส่งผลให้การเปิดให้บริการล่าช้ากว่าที่กำหนด

“3G ทีโอที ในความถี่ 1900 MHz จะเปิดให้บริการในระยะแรก หรือ initial phase ในสิ้นปีนี้แน่นอน ในเขตกรุงเทพฯ และปริมณฑล จากการupgrade อุปกรณ์เพิ่มเติม ส่วนโครงการลงทุน 3G ทั่วประเทศ ภายใต้งบประมาณ 24,500 ล้านบาท จะมีการขยายบริการต่อเนื่อง

3จีไทยได้ใช้ปีหน้า เอกชนสุดเซ็งกทช.

เอกชนเซ็ง 3จี เลื่อนไปปีหน้า ทั้งที่พร้อมลงทุนแล้ว ตอกกทช.ทำไทยล้าหลังพม่า

นายสมประสงค์ บุญยะชัย ประธานกรรมการบริหาร บริษัท ชิน คอร์ปอเรชั่น เปิดเผยระหว่างการสัมมนา “ก้าวสู่ยุค 3จี จุดเปลี่ยนวิถีชีวิต-ธุรกิจโทรคมนาคมไทย” ว่า ขณะนี้ผู้ให้บริการเอกชนไม่รู้สึกอะไรแล้ว กับการที่คณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เลื่อนการประมูลใบอนุญาตให้บริการ (ไลเซนส์) 3จี ออกไปเป็นต้นปีหน้า ทั้งที่กำหนดเดิมคือภายใน ปีนี้
ทั้งนี้ นายสุรนันท์ วงศ์วิทยกำจร เลขาธิการกทช. ประกาศในงานสัมมนาเดียวกันว่า การประมูล 3จี ที่วางไว้เดือนม.ค. 2553 เป็นกรอบเวลาที่กทช.ได้กำหนดไว้ตั้งแต่ต้น ไม่ใช่การเลื่อนประมูลแต่อย่างใด เพราะที่ผ่านมา กทช.ไม่เคยประกาศว่าไลเซนส์ 3จี จะออกได้ภายในปีนี้ ทุกฝ่ายที่เกี่ยวข้องเข้าใจกันไปเองว่าสามารถออกไลเซนส์ได้ภายในปีนี้

นายสมประสงค์ กล่าวว่า 3จี ไม่ได้หมายถึงโอกาสของเอกชนที่จะได้ลงทุนเพิ่มขึ้น แต่หมายถึงโครงสร้างพื้นฐานที่จะช่วยกระจายบริการ โทรคมนาคมให้เข้าถึงประชาชนทั้งประเทศ ซึ่งจะช่วยยกระดับคุณภาพชีวิตของคนไทยให้เทียบเท่าประเทศอื่นๆ ทั่วโลก

นายอธึก อัศวานันท์ รองประธานกรรมการ บริษัท ทรู คอร์ปอเรชั่น กล่าวว่า การที่ 3จี ของประเทศไทยจะล่าช้าออกไปอีกก็คงไม่ส่งผลกระทบอะไร เพราะขณะนี้ไทยเป็นประเทศสุดท้ายในอาเซียนที่ยังไม่มีบริการ 3จี ทั้งที่ก่อนหน้านี้เคยมั่นใจว่าเหตุการณ์แบบนี้จะไม่เกิดขึ้นหลังจากที่ไทยมีกทช.แล้ว

นายทอเร จอห์นเซน ประธานเจ้าหน้าที่บริหาร บริษัท โทเทิ่ล แอ็คเซ็ส คอมมูนิเคชั่น หรือดีแทค กล่าวว่า การล่าช้าเรื่องไลเซนส์ของกทช.จากเดิมปลายปีไปต้นปีหน้านั้นถือเป็นสิ่งที่ยอมรับได้ แต่หวังว่า 3จี จะเกิดขึ้นในปีหน้าโดยไม่ล่าช้าอีก เพราะเอกชนทุกรายพร้อมลงทุน

Sonera launches mobile broadband in 900MHz

Sonera, Finland's largest mobile operator, said in a statement this morning it is to accelerate rollout of its HSPA-based 'Turbo 3G' network by introducing mobile broadband services in the 900MHz band. The operator - owned by Sweden's TeliaSonera - said a "significant part" of the network extension will be based on 900MHz, a lower-frequency band that allows it to extend its geographical network coverage more economically. Nokia Siemens Networks and Huawei were named as network vendors. "We are not only rolling out 3G, but also supporting the fixed-mobile migration in the most rural areas and building a foundation for the evolution to 4G," said Esa Rautalinko, CEO of TeliaSonera Finland. Sonera said it will roll-out the network in more than 100 new towns and localities in 2009, adding up to a total of 350 localities. More than 1,000 new base stations will be introduced.
Sonera is the third Finnish operator to use 900MHz for 3G. Last November, Finland's third-largest operator, DNA said it aims to cover "all major municipal population centres and residential and recreational areas" in Finland during 2009 using 900MHz. Meanwhile, second-placed Elisa became the world's first operator to launch a commercial 3G (WCDMA) 900MHz network in November 2007. It claimed last year to be making capex and opex savings of between 50 and 70 percent by deploying 3G services in the 900MHz band rather than 2100MHz, the traditional 3G frequency band. 900MHz is deemed particularly suitable for expanding mobile broadband into less populated areas as it offers improved radio-wave signal strengths at lower frequencies, providing greater reach than 2100MHz.

Denmark to free digital dividend for mobile

Danish Minister of Culture, Carina Christensen, and Helge Sander, Minister for Science, Technology and Innovation, said the government will allocate spectrum in the 790-862MHz band to mobile broadband operators following completion of the digital TV switchover in Denmark scheduled for 1 November 2009.
Denmark joins the likes of the UK, Germany, France, Spain, Finland, Switzerland and Sweden in allocating some of the spectrum for mobile broadband services. The country was involved in a meeting with other Baltic states earlier this month, which aimed to establish a unified approach to the allocation of digital dividend spectrum in the region. Government delegations from Estonia, Finland, Germany, Latvia, Lithuania, Poland, Russia and Sweden were also involved in the talks, which were hosted by the Finnish Ministry of Communications in Helsinki.

UK's 2.6 GHz spectrum auction postponed again

The saga of the UK's 2.6Ghz spectrum auction continues, Rethink Wireless reported. The sale was originally supposed to take place in late 2007. It didn't. Last autumn regulator Ofcom said it would be held by April, then mid-2009. Now Ofcom has withdrawn that proposal too, as the 2.6 GHz sale is to be part of the auction of the so-called digital dividend - frequencies in the 800MHz range freed up by the move from analogue to digital TV - next year.
The UK's 2.6GHz auction has been held up by a fierce legal row between the operators and Ofcom for trying to sell the spectrum before it had made a decision about how it would reallocate the 900MHz spectrum for 3G use. The operators objected as the decision will have a big effect on how much the operators need 2.6GHz and consequently its market value. Now the Digital Britain report has made things more complicated, insisting that at least part of the 2.6GHz sale must be held alongside the award of the 800MHz band.

Intel and Nokia Announce Strategic Relationship

Intel Corporation and Nokia announced a long-term relationship to develop a new class of Intel Architecture-based mobile computing device and chipset architectures which will combine the performance of powerful computers with high-bandwidth mobile broadband communications and ubiquitous Internet connectivity...

...The Intel and Nokia effort includes collaboration in several open source mobile Linux software projects. Intel will also acquire a Nokia HSPA/3G modem IP license for use in future products. The companies expect many innovations to result from this collaboration over time...

TATA DOCOMO launches GSM services in India

TATA DOCOMO, the GSM brand of Tata Teleservices (TTSL), yesterday announced the commercial launch of its operations in India, beginning with the circles of Chennai and Tamil Nadu. The company is offering per second billing to prepaid customers at a rate of 1 paisa (one hundredth of a rupee - one rupee is worth about USD 0.021) per second for all phone calls across India. Deepak Gulati, President, TATA DOCOMO, said, "We are focusing strongly on network superiority, coverage and service offerings." TATA DOCOMO's network covers 775 towns and 4,370 in Tamil Nadu, making it one of the largest at its launch, the company said.
Toshinari Kunieda, SVP and managing director, Global Business Division, NTT DOCOMO, added, "Progressively, NTT DOCOMO shall bring to India the various products and services that we offer in Japan and many other countries - such as i-mode, location-based services and mobile payments. This should see TATA DOCOMO change the way India communicates."

ip.access showed off its Facebook virtual fridge notes app, which essentially uses the presence information available on the femto to deliver messages.

Motorola made a VoIP call over an EV-DO network in the U.S. using a SIP softphone and its CDMA femto embedded in a digital picture frame.

Sagem Télécommunications SA showed how a user can control her TV remotely from her cellphone when a femto is connected to a digital set-top box (STB).

Ubiquisys demo'd an app that automatically downloads a user's latest podcast to his mobile phone as soon as he gets home.

Airvana - The femto was programmed to send a text message to you, the parent, when your daughter arrived home from school, as well as when her boyfriend showed up at the house with their three friends.

Alcatel-Lucent, Vodafone UK 's commercial femto supplier, showed several presence demos.

Huawei Technologies showed off a push service for when cellphones enter the femtocell's range.

Thomson showed how femtocells can be integrated into the home network.

India to ban replica handsets from China

The Financial Times reported that India is to block millions of cheap copy-cat Chinese mobile phones and accessories from flooding the market. The handset industry describes them as "time bombs" for their often dangerously poor quality, such as exploding batteries.

AT&T plans national femto launch by end of 2009

AT&T is on track for a national femtocell launch by the end of this year, according to Gordon Mansfield, executive director with the company, speaking at the Femtocell World Summit in London yesterday. As a first step, AT&T is expanding its trials, which involve some 200 users, to coverage of key cities, after which, "We're on track for a full national launch by the end of 2009," he was quoted saying by Unstrung. This will be the first UMTS femto launch in the US.
Mansfield told Unstrung that AT&T will launch with a standalone 3G femtocell, (as opposed to a femtocell that's integrated into a residential gateway), but in the longer term, AT&T has its eye on integrated femtocells. Mansfield said, "Certainly we're looking at integrated femtocells. Some people think that integration is putting a femto into a residential gateway, and that's one aspect. We're looking at other things in the home [and asking]: 'How can I leverage all the elements in the home?' There's a lot of research and investigation in these areas and nothing definitive on what we're going to do."

Vodafone UK introduces first femtocell in Europe

UK : A small plug-in box that will significantly improve customers’ mobile phone signal in their homes has been announced today by Vodafone UK.

Available online and in store from the 1July, the Vodafone Access Gateway service is the first of its kind anywhere in Europe. A neat box, similar in size to a router, plugs straight into any home broadband line to bring customers improved and more reliable 3G coverage indoors.

Quick and easy to install, the Gateway works with all 3G handsets and can support up to four voice calls at any one time. Customers will no longer need to worry about missed calls on their mobiles due to inconsistent indoor coverage. With the new Vodafone Access Gateway customers will be able to take advantage of the full range of Vodafone services via their handset anywhere in the home.

The Gateway is available from free or as part of an inclusive price plan from as little as £15 a month. It is also available as a one off purchase for £160 or a monthly charge from as little as £5.
“The Vodafone Access Gateway will boost indoor mobile phone coverage for customers who today, find they need to move around the rooms in their home to get a consistent signal strength,” says Ian Shepherd, Consumer Director, Vodafone UK. “We are committed to delivering the best, most reliable network and this is another step towards maintaining a seamless service.”

The Vodafone Access Gateway can be ordered from July 1 at vodafone.co.uk/gateway or in Vodafone stores and is delivered to the customer. Customers then register online the mobile numbers they want linked to the Vodafone Access Gateway and within 24 hours the full service will be ready and working.

Ericsson licenses first LTE patents

Ericsson has signed its first licence agreements for LTE technology patents, allowing other companies to use its technology Reuters reported.
Gustav Brismark, VP of patent strategies at Ericsson, told Reuters the firm already had more than 80 similar patent agreements in place for earlier technologies, such as GSM and WCDMA. He said, "The first agreements including LTE have been signed, and over time more or less all these agreements will be renegotiated to include LTE, but that will not be done in a day... It is important to be able to continue the strategy of having licence revenues as one part of what Ericsson makes money from."

Intel to announce breakthrough deal with Nokia

Intel, the world's largest chipmaker, will sell processors to Nokia, the world's biggest mobile phone manufacturer. This looks like the most important breakthrough in Intel's efforts to move into the mobile market, according to Bloomberg.
While over 80 percent of the world's PCs run on Intel chips, the corporation has been striving to make headway in the mobile device market for a decade - with limited success and many false starts. Anand Chandrasekher, SVP of Intel's ultra-mobility group, will provide more details of the Nokia deal later today. His division sells a pared-down version of a PC chip, known as Atom, that has been adapted for use in mobile devices.

Nortel sells LTE, CDMA assets to NSN for $650m

Nortel is to sell its LTE and CDMA assets to Nokia Siemens Networks (NSN) for $650 million – the first step in the breakup of the company.Under the proposed deal, more than 2,500 Nortel staff – including 400 working on LTE – would transfer to NSN. It requires approvals from US and Canadian courts, which are expected to hear the case by the end of July.
Nortel is the second largest supplier of CDMA infrastructure in the world, with sales to with three of the five top CDMA operators.

T-Mobile USA to launch second Android phone soon

T-Mobile USA is expected to announce details of a new Android phone, myTouch 3G, next week the Wall Street Journal has said.
Like its predecessor, the G1, the new device is made by HTC. It is expected to go on sale in the U.S. this summer, making it only the second Android-based phone to be marketed by a major carrier in the U.S.
Google executives have forecast that at least 18 Android phones from a variety of manufacturers will enter the market this year. However, they will face stiff competition from AT&T's new iPhone model, Sprint's Palm Pre and RIM's BlackBerry Tour smartphone, announced yesterday.

India updates 3G licence plans

India's Department of Telecom (DoT) has specified which spectrum will be available if and when the 3G licences are finally auctioned, Cellular News reported. The document shows that the government could earn an additional Rs 21,480 if the frequencies are auctioned according to the finance ministry's formula.
The regulator and DoT are still in dispute over the plans and pricing for the 3G licence auction. The regulator wants no more than seven 3G licences awarded per circle, while the DoT is keen to sell the spectrum in one tranche. Also the DoT is proposing a reserve price of Rs 4,040 for pan-India 3G spectrum, which is double the amount proposed by the regulator.

According to the plan, just four operators could be offered radio spectrum in Delhi. As the two state controlled operators, BSNL and MTNL have already snapped up two licenses in each license zone (circle), this leave space for just two private firms to compete for the 3G licenses.

AT&T Beefs Up Wi-Fi Support For iPhone

AT&T (NYSE: T) is trying to make it easier for iPhone users to switch between 3G networks and public Wi-Fi hotspots by including auto-authentication with the 3.0 software.
Current iPhone users get free access to AT&T's 20,000 public Wi-Fi hotspots at Starbucks, McDonald's, and other public locations. But the process for logging in was considered tedious by many, as a user had to enter the phone number, receive a text message, and then click on a link in that SMS to get access to the Wi-Fi.

With the 3.0 software, iPhone handsets can detect a hotspot and automatically log in without the two-step authentication process. The service is free for iPhone and iPhone 3G users with the latest firmware, and it will be baked into the upcoming iPhone 3G S.
"Auto-authentication makes it even easier for iPhone customers to stay connected on the nation's fastest 3G network and the nation's largest Wi-Fi network," said Ralph de la Vega, CEO of AT&T Mobility, in a statement. "With access to our U.S. hotspots, customers are receiving a great value, with a fast, reliable broadband connection virtually anywhere, through 3G or Wi-Fi."

The move comes as the carrier is seeing increased interest in mobile Wi-Fi access, and it said more than 4 million connections at AT&T hotspots were made with smartphones. The company does also allow some Research In Motion BlackBerry smartphones to connect for free as well, but most industry watchers estimate the iPhone accounts for a majority of those hotspot connections. The move also has the potential benefit of easing demand on AT&T's mobile data network, which has been a source of complaint for some iPhone users.

US lawmakers investigate exclusive handset deals

Four US senators have called for the FCC, the US communications regulator, to review the deals made by mobile operators to offer certain devices on an exclusive basis, arguing that the arrangements may distort market competition. Reuters reports that, in a letter to the FCC's acting chairman Michael Copps, the lawmakers urged the regulator to "examine this issue carefully and act expeditiously should you find that exclusivity agreements unfairly restrict consumer choice or adversely impact competition in the commercial wireless marketplace." The letter was signed by three Democrats, John Kerry (chairman of the senate commerce subcommittee on communications, technology and the Internet), Byron Dorgan and Amy Klobuchar, and a Republican, Roger Wicker.
The politicians did not identify any specific deals they were concerned about, but high-profile 'exclusive' arrangements in the US include AT&T offering Apple's iPhone, Verizon Wireless' LG Voyager and Sprint's deal to offer the new Palm Pre. In the letter to the FCC, the senators asked if such arrangements limited consumers' access to new handsets, manipulated competition between operators and discouraged innovation. They added they will hold a hearing tomorrow to examine competition issues and determine if legislative action is necessary.

India 3G auctions to raise US$5.2B, says minister

India's Department of Telecoms plans to auction 3G and/or WiMAX spectrum in 20 of India's 22 telecom service areas. The auction has been delayed numerous times but is still expected to take place before year-end. Among the delays has been the Indian government's reported insistence that the original starting price of INR20.20 billion (US$420 million) for the licenses should be doubled. State-owned mobile operators BSNL and MTNL have already begun 3G network rollout, though both will eventually be required to pay a license fee equivalent to the highest price paid in the private auction [shadow pricing]. The auction was originally scheduled to take place in January this year.

Fourth French 3G license price could be raised

The price of France's long-awaited fourth 3G network license is likely to be EUR240 million and not EUR206 million, according to a Telecompaper report that cites French newspaper Les Echos.

The French government is expected to start the process before the end of July, with the new operator to be selected in the first quarter of 2010. The original price of EUR206 million was a third of the amount paid by Orange France, SFR and Bouygues Telecom for their licences, which came with three times as much spectrum.

The French government is keen to issue further 3G licenses in order to boost competition in its domestic 3G market, which remains dominated by just three operators. An attempt in 2007 to auction the fourth license was abandoned after it generated just one bid - from Iliad subsidiary Free Mobile - that was deemed too low.

The first operators intending to deploy LTE include Verizon Wireless, MetroPCS Wireless, and U.S. Cellular in the United States; NTT-DOCOMO and KDDI in Japan; TeliaSonera, Tele2 and Telenor in Europe; and the world’s largest operator, China Mobile, which intends to launch in 2011. KT and SK Telecom are expected to launch in Korea 2010, but there has been little fanfare so far.
